>> hi, everyone. i'm ashley glass. >> and i'm laura harris. on the now tampa bay, new numbers just coming in about the people suffering in louisiana. some saying there is not enough attention on the historic flooding as 4,000 people are still in shelters right now. the high pr of the devastation and the big businesses stepping up to bring relief. we look into how you can find out if a funeral home is in good standing after a florida funeral home shuts down after authorities find bodies are not being properly stored. we start with breaking news. carlos cadero has been arrested. police believe he killed a man

die for hours until somebody noticed. >> we found out that carlos cordero is a familiar face in the neighborhood. he was helping him out with his lawn several times. they never thought that he was capable of a violent act. he visually attacked the 81- year-old wednesday afternoon. he was found laying unconscious, his wallet taken and his red kia sedona missing from the driveway. he laid in the sun for hospitalized for several more weeks. and his neighbor struggles to find words what led to this. >> it's not right for anyone to do that. whatever the circumstances are, no one deserves -- no one deserves to be beat like that. >> reporter: waton's kia is still missing. cadero is facing a battery charge for attacking someone

>> james, thank you. we're keeping an eye on the zika virus this afternoon here in the united states specifically. there is now a second zone where people are being infected, an area of miami beach. right now. cdc is issuing a travel alert for pregnant women to avoid going there. there are five known cases linked to miami beach bringing the local number of cases in florida to 35. governor rick scott has already requested additional support spraying done to kill the mosquitoes that might be carrying the virus. >> we are doing what we can to help pregnant women across the state to be in a safe state. >> the other zone in florida where they're actively tracking the zika cases is the winwood neighborhood in miami. police are giving us more details about the man flashing people on campus.

try to find him but couldn't. they say he is a white male, possibly in his 30s with glasses, thin with short hair, either gray or blond. officials are looking into if these flashings are related to the three that happened in apl. >> we don't need anyone. we take care of each other here. >> the man you were listening to was a questioning why president obama hasn't visited the area yet. just into the news room, president obama saying he will be visiting baton rouge on tuesday after he got his briefing today. in the meantime, donald trump and his running mate mike pence are in louisiana. they toured a flooded home in baton rouge today with volunteers. the governor hopes that trump will make a sizable donation to the flood zone. and hillary clinton called the governor today and posted that

people and the reporters along the way. >> it's a great place. i've had a great history with louisiana. they need a lot of help. what has happened here is incredible. nobody understands how bad it is. i'm just here to help. thank you. >> again, just in, we are hearing that president obama does plan to visit louisiana on tuesday. >> and this also judge university in, a medical examiner says an autopsy shows that a black man shot and officer was hit once in the chest and once in the arm. the autopsy results for 23-year- old smith match what police and city leaders have been saying about the shooting. smith's death over the weekend sparked two nights of violent protests in the city. police say that smith ran from a traffic stop and was armed with a gun. well, shay, people are

chicks. they have an outdoor concert in a couple of hours. how is the weather going to be. >> you were at a concert there recently and it was pouring rain. >> and thunder and lightning. >> i hope the dixie chicks fair better than that. >> i put a bulls eye where the amphitheater is. it is dry right now. but we have hit and miss showers across ta so remember if you've been looking at your radar, you've been watching to the east to see if the storms are headed your way. now you need to do the reverse. these storms are headed inland. there's a possibility that you will encounter a shower or storm if you're headed out to the concert. look at the tampa camera and you can see it's blue skies and sunshine. if we widen the view on the radar, it's hit or miss.

a few. and that's going to continue through sunset, with a few lingering showers until about 10:00. so if you're planning to do some grilling tonight, sounds good for dinner, right, only about a 30% chance that you will see showers and storms around 6:00. by 8:00, most of this moves east of i-75. polk county is where you will be more likely to see the rain. temperatures coming down to about 84 degrees. so with that pattern shift, we've got timing of rain. the rain chances overall are actually going down over the next couple of days. i will help you plan out your weekend around the rain coming up in the next forecast. >> thank you, shay. an update on iris the dog. these are new pictures of the pup. we already showed you surveillance video of someone stealing the dog from the humane society of tampa bay. the dog was returned not long after. and a juvenile is now under arrest because of it. but the good news, we're glad

liar, liar speedo on fire. the ugly american. then there's the new york daily news. let me show you the other one here. we have seen this same headline as a hashtag over twitter. the lochte mess monster. makes you laugh. but laura, you have the latest. what is developing today with the big mess? >> people are making jokes about it but it is serious. ryan lochte apologized on instagram. it was also on facebook. he should have been much responsible in how he handled himself. it's in response to claims that he and three other swimmers were robbed at gun point in rio. there was no robbery, but security guards pointed guns at the swimmers after they vandalized the restroom at a gas station. one of the swimmers, jimmy feigen has paid $11,000 to a brazilian charity to avoid prosecution and return to the

properly stored and found decomposing. nicole grigg is looking into who regulates the funeral home industry and the questions that you need to ask after your loved one passes away. >> reporter: from the outside of the funeral home in north florida, things don't look too unusual. but inside, investigators saying there were flies around 16 decomposing bodies, not properly stored. this man just realizing in a refrigerator. >> come to find out he just stuck her in some room in where and left her here. >> reporter: the funeral homeowner's daughter and the owner facing 16 counts of unlawful storage of human remains. it is regulated through jeff atwater's office.

homes once a year. >> the most important thing that you need to be checking when finding a funeral home is whether they're licensed. you can do that on the state's website by finding their license search. when you get inside a funeral home, the first thing that you want to ask is to see their general price list. when you get this, you can see how expensive it is. and then they can't overprice you. >> reporter: as for what funeral home to choose, look at the grounds and reception area and is there adequate air- conditioning and lightning? is it clean? and take a good look at the staff too. how they're dressed and how compassionate they are. for the now, i'm nicole grigg. well, it is not just during tax season that you need to worry about scammers. they could be trying to hit you up for money right now with the kids heading back to school. the irs put out a warning saying that impersonators are

student tax. if you don't it, the scammer threatens to report you to police. but this tax does not exist. there are easy ways to tell the difference between the irs and the bad guys trying to scam people. >> exactly. listen up. the irs will never demand immediate payment through a prepaid debit card or wire transfer. they will generally mail you a bill first if you owe them money. the irs also won't demand that you pay the taxes without letting you question if so with all of that said, if you think you're dealing with a scammer, don't give them any of your personal information. make sure that you hang up the phone right away and report them to the treasury inspector general. we have a link on all of that on abcactionnews.com. ashley. >> some things that you can't unsee. >> oh, wow. >> like this. life-sized nude statues of donald trump popping up in five cities complete with small hands and all.

we assume that is happening in los angeles, san francisco, cleveland and seattle where the other statues are popping up. this is signed indecline, the name of a street artist. the new york city parks department released a statement about this saying this -- i quote, this is a quote, we stand firmly against any unpermitted erection in city parks. meanwhile breaking today, another shake-up for donald his campaign chairman resigned today. trump put out a statement saying i'm very appreciative of his work in helping us to get us where we are today. but manafort may have been a distracts for the campaign. he is facing scrutiny over his past work in the ukraine for pro-russian forces. this week trump put these two people in top positions in his campaign, brand-new to the team. so that may have been a part of manafort's decision to resign.

the system stays rigged against americans. syrian refugees flood in. >> these are pieces of a brand- new trump ad that started running in florida. this one called two americas immigration. how trump is the candidate to make america secure again. in the meantime, hillary clinton is passing some of the blame for using a personal e- mail account when she was secretary of state. she says former secretary of state colin powell advised her to do it. the new york time says the handed over to congress this week. that conversation between clinton and powell happened during a dinner party in 2009. powell office says he has no recollection of what she is talking about but he sent clinton an e-mail saying that he used personal e-mail for unclassified e-mails. well, what a week it's been on the campaign trail. big speeches, new attack ads, staff shake-ups, and even a

this is what we saw instead. we caught this cute dolphin jumping up in the gulf on a friday. shay, how are things shaping up for dinner tonight and the weekend. >> things looking great out there right now. of course the gulf of mexico, a good place to cool off right now. water temperature around 87 degrees. take a look at circles of apollo beach camera. beautiful across the marina. there are clouds on the left that are starting to build a bit. as we look at the radar there, are a few showers and st the macdill air force base area. this is all moving inland now. it is a west to east flow. pinellas park getting pounded by downpours. that is about to move into the feather sound area and possibly across part of the howard franklin or courtney campbell bridges. that would be the gandy bridge not the courtney campbell. we have had hit and miss

corridor. it will be hit and miss throughout sunset. then we will taper off after that. take a look at futurecast. by 8:00, we still have a few lingering showers through polk county, into sumter, and into arcadia. and then it tapers off after that, leaving us dry by midnight. tomorrow morning when you wake up, maybe you want to go for the saturday morning bike ride or jog. things will be nice and dry. with the west to east flow, we will have a slight chance for rain before very little coverage developing between noon and 8:00 tomorrow night. we're talking about 30% coverage thanks to an area of high pressure that is seth up in -- setting up in the gulf. that acts as a bubble to keep the storm clouds out. we will have a chance for rain. again, when you're looking at the radar tomorrow, it will be a west to east flow. if tg to t west of you, you know it's headed in your direction. the bottom line is, evening storms tonight taper off.

>> the husband and wife were beaten and stabbed to death after being randomly attacked in their garage. deputies say when they got on the en they found austin harrouff biting the face of one of the victims. >> harrouff is officially charged in the murder and attempted murder after he allegedly stabbed a neighbor who came to help. harrouff was abnormally strong. they had to tase him several times. he was also bitten by a k-9 officer. the sheriff says they didn't shoot him because get a good angle. brand-new video released from the sheriff's office shows harrouff just before the murder. you can see in the short clip the teen walking out of that restaurant. he was there with his family and deputies say he got into a fight with his father and took off. his mom called law enforcement later to report him missing and he was found at the crime scene. right now officials are working to see if drugs were in his system at the time of the attack.

neighbors during the deadly attack, is out of the hospital. >> jeff fisher went running towards the screams of his neighbors. those who know him say that shows his true character. >> let me tell you something, he is handling it well mentally. he is a strong guy. not that he's not upset about what happened to two of his best friends but he is a strong mental guy. >> with if it had been anyone other than jeff, there wouldn't have been a jeff to come home and call on the telephone. i think he was one of guys in the neighborhood who had enough strength to jump in and survive. >> as you can imagine, jeff's father says it will be a while before his son is back normal again. we're starting to get an idea of the damage from the massive wildfire we have been telling yoabout burning in southern california. >> the early number that's just came out this afternoon, shows 96 homes and more than 200 buildings have already been destroyed. crews are making some progress on the fire today. it is 26% contained.

>> the explosion happened in one of the meter rooms in the basement and leaking natural gas immediately fueled the fire in the apartments directly above and next to it. >> at this point in time in the investigation, there is no indication occurred. there was no ignition device recovered in the location of the blast seat or the blast location and there is no indication of unauthorized access to the meter room prior to the explosion. >> the national transportation safety board is taking over the investigation, which will continue for several more weeks. and tsb is taking over because they have an agency dedicated to hazardous materials and they have been working with authorities since the

that the flooding in louisiana is having. as the now theresa marchetta reports, it is the worst natural disaster since hurricane sandy. >> reporter: this house is barely surrounded, just out of reach of the flood waters right now. >> i have never experienced anything like this. >> reporter: they may be among the luckier ones when you see how much water is engulfing this area in louisia >> it's heart breaking. it really is. because it took years to build it. >> reporter: don just moved into his house four months ago. the water showed no mercy. >> it hasn't set in yet. >> our biggest challenge for everybody, is most people didn't have flood insurance. >> reporter: the fema director says the so-called 1,000-year floods are happening more often

want to look to the future risk. >> reporter: but the building will take a long time. new estimates estimate that it has impacted 110,000 homes, their combined value, $21 billion. that's just in nine of the 20 parishes or counties declared disaster areas. the red cross estimates their recovery efforts will top $30 million, making this the most expensive natural disaster in the u.s. since hurricane sandy in 2012. >> it looks like people in livingston parish are dealing with the most damage right now. they got 31 inches of rain in just 15 hours. breaking news to share with you right now. check out this video coming in of a huge fire in staten island, new york. this happened yesterday. seven homes destroyed. here is why we're telling you about it today. we're learning that the fire

and 8, were playing with matches and that's how the fire started. an ironic story coming out of the devastation in louisiana. one of the homes flooded belongs to tony perkins, he is a pastor of an anti- lgbt hate group. in the past he said that hurricanes are god's punishment for homosexuality. now he is posting photos of his flooded out home calling it a proportions. joining us now is shay ryan. we're going to talk about storms here. >> yeah. we have storms and heavy downpours. it is hit or miss. we are in a reverse flow now. as you're watching the radar, the storms are moving from west to east. as you look outside right now on the tampa camera, remember yesterday around this time we were watching the heavy rain

now sunshine around them and storms to the north. you can see where the storms are just to the -- just to the south of the islands. you're probably seeing lightning from harbor and davis islands and hearing a little thunder out there. we have isolated storms across pinellas county and then up and down the i-75 corridor. still, very hit or miss. i'm only giving us 20 to 30% coverage with the storms here tonight. and they will continue to press inland and taper off as we through the evening. this pattern continues tomorrow where we will have a slight chance for rain, especially closer to the coastline before noon. and then a better chance for more widespread showers and storms developing right around noon, along the i-75 corridor. and then pressing inland. but we're still looking at pretty low coverage. so if you want to head out and about around town, it's going to be pretty low chances of those showers and storms. and they will be strongest between 2:00 to 4:00 in the

things around that, that would be the best bet. but at least as far as the beach forecast goes, there's still going to be plenty of sunshine, even though we still have the chance for rain before noon along the coast. it's going to be very isolated if anything does develop. 87 degrees as the water temperature out of clearwater beach. keep in mind if you see something brewing out in the gulf, it is headed in your direction. the next couple of days, coverage of storms on saturday. 20% for sunday and monday. back up to 30% for tuesday. overall this is low coverage for our summertime pattern. just keep in mind which way the storms are moving as they bubble up and you're checking the radar and looking at the skies. i have an update on the tropics coming up on action news at 5:00. see you then. >> thank you, shay. a bus driver is dead this afternoon and 19 other passengers hurt after a bus crash in newark, new jersey.
